Make your way to the "Rook Family House" on the right side of the map. When you approach the house you will see Barney on the roof defending shooting Mirelurks. Kill all 3 of them and he will let you inside his bunker.
He will tell you about 5 turrets in the area that have to be activated. Agree to do it and find the turrets. They are all marked and you should have no problem finding them.
There will be a lot of monsters roaming the city, so be quick and make sure to have some grenades, because some of the spots need to be cleared out first.
After you activated all 5 turrets, go back to Barney and he will give you his key to the workshop where you can find the Reba 2 rifle.
